The oxide coating, which is applied when it is made, has come off, thus you have rust stains on them. Certain foods cause this to happen like tomatoes, milk products, fruit and fruit juices. You need to remove the food from your stainless as soon as possible. Make sure it is washed AND dried quickly after using it. Toothpaste will remove the rust.
simple answer, it’s sitting there wet and you have cheap cutlery. however, i beg to ask, are you putting your knives in the dishwasher? cause that’s the 2nd worse thing you can do to it apart from cutting concrete blocks with it.
a) you don’t have stainless steel cutlery
b) your dishwasher holds the water in the cabin of it for way to long
c) both of the above

it may say it stainless steel and it might not be.
I would reccomend blades made of surgical stainless steel.
The only way that this happens is because they are of poor quality , buy yourself a new set when you can.
