I have a friend who works on a cruise ship and needs something to impress his guests. Does anyone know any simple tricks that could be done with minimal supplies? (Crayons, sugar packets, cups, cutlery…?)

There is a terrific book called “Magic for Bartenders” by Senor Mardo. Doing magic at bars or tableside has a long tradition. Make certain that whatever tricks he chooses he does as professionally as he does the rest of his job.
As he is working on a cruise ship, I suspect he will sometimes encounter a magician on board. Most magicians are happy to help those who show a sincere desire to learn and practice. Most of the guys I know who do “the big stage stuff” love a chance to do the small stuff, too. Just remember to treat them respectfully. Let them know you would like to try something tableside. You’ve worked out x.y.z. and would like his/her feedback on making it better.
When I do magic tableside, I’m careful not to interrupt the flow of the service. A waiter will have other items to think about. I don’t pretend to be a professional waiter and would not presume to know all the particulars on his mind while working. I would think tricks should be relatively quick and family friendly. They need to work without a table or in a small space on the table. They need to be angle proof so the the person behind you won’t see the secret.

bring the food without dropping it, get the order right the first time, be attentive to the diners needs, other then that lay off the tricks, no one likes a waiter that shows off or calls attention to them self

I agree with gtrarczar. The best trick a waiter should do is get the guests served as quickly as possible, obviously without rushing them. Keep the magic in the crew quarters.
